Preface

In the early 1970's, I began to have many questions concerning the then present eschatological or Last Day teachings as well as teachings on the Holy Spirit. A major concern I had is what I call "marginalizing of the gospel message". Most of the focus during that time was simply on saving as many souls as possible before the imminent return of the Lord. To others, the focus was on what is called the "baptism of the Holy Spirit"-operating in the Gifts of the Holy Spirit and having power to win souls. Although the salvation of souls and heaven as our eternal home is important, it is only a part of a bigger message and task as revealed by God's Word.

This much larger plan is first revealed in the Garden, continues through the Covenant People Israel and finds fulfillment in the Advent of Jesus Christ, the coming of the Holy Spirit as the gift of God given on the day of Pentecost, and His body, the Church. Unfortunately, there has been a severe neglect of the Spirit's purpose and role in the life of the Church which has caused a falling away from God's plan and the establishment of another religious system in the world.

I have tried to capture the historical overview of the Spirit's coming and work along with what I call "a neglect of the Holy Spirit" through the centuries. Finally, I look at the Holy Spirit's work in the early twentieth century beginning with "the Azusa Street Revival" and the foundation of the classical Pentecostal movement. This set the stage for what grew to become the Latter Rain Movement in the late 40's, the Charismatic Movement of the early 60's and the Third Wave Movement of the 80's and 90's. There has been more Holy Spirit activity in the twentieth century than in all of Church history. The twenty-first century promises to be no different with many paradigm shifts already taking place, such as apostolic and prophetic emphasis and the development of the church of the locality.

I trust that a careful reading of this work will provide the reader with a fuller view of God's purposes and a more complete understanding of the "gospel of the Kingdom" as preached by Jesus and His apostles. The Holy Spirit is central to the message and the plan of God. He has been neglected along with His architecture, thus, we have systems built by men and an incomplete work in the Church. The only way we can finish the work is by getting back to the Holy Spirit and to His foundations laid in apostolic and prophetic gifts.

This present day work will not require new doctrine, but a contending for the faith once delivered unto the saints; in other words, a paradigm that brings us back to Pentecost and what the apostles of the Lamb taught.

As you can tell by the title Mandated, I believe the Holy Spirit was sent from the Father as Jesus promised and carries the mandate of heaven to fill the earth with the knowledge of the glory of God. He has chosen to do this through those who believe the message of Christ's Lordship. Jesus told the disciples in John 14:1, Most assuredly, I say to you, he who believes in Me, the works that I do he will do also; and greater works than these he will do, because I go to My Father.

After reading Mandated, I believe you will have the more complete understanding of John 14:12 and many other verses relating to the Holy Spirit, His Person and His work. You will also have a historical perspective of the neglect of the Spirit, the restoration of His work in the earth, including what He is up to today and in the future.

Introduction


The Promise of the Father

The study of the Holy Spirit is called Pneumatology in theological terms. "Pneuma" is the Greek word for spirit and "logy" meaning study of doctrine. This writing is a study of His ministry to the Church and the world. Together we will consider God's purpose in sending the Holy Spirit and His dynamic ministry to the Church and the world in the first century, the eventual rejection of His Presence and the apostasy that resulted and finally God's restoration plan to fulfill His purposes on earth.

You will see how the gospel of God has been marginalized creating a limited message and result among the nations. The Holy Spirit as the Spirit of the Father and the Son is raising back up the Administration of heaven in order to complete the Godheads' purposes in the earth. His purpose that was established in the Garden of Eden, revealed in Abraham and the Hebrew people and finally in these Last Days as the writer of Hebrews says in Hebrews 1:2, …has in these last days spoken to us by His Son, whom He has appointed heir of all things, through whom also He made the worlds….

You will learn of the underlining purpose of the Reformation, how God used an insignificant monk to shake the world and refocus the Church on justification by faith and the priesthood of every believer. For five hundred years the Church has been in a process of being revived to the original intent of God. It is critical for us to understand what the Father has been doing, what the current condition of the Church is and how to respond. Lastly, it is to help us personally prepare for the twenty-first century and ready the next generation to take the baton so that the race might be completed.

There has been more Holy Spirit activity in the last hundred years than in all of Church history. As we approach the celebration of the Azusa Street Revival of 1906, my hope is that this book will give God's people a bigger perspective of His purposes, the historical overview and a vision to be part of this present and future move of God in the earth as we await the day of the end and the offering of the Kingdom by Christ to the Father and God is all in all!

Let's begin our journey in the gospels, considering the person and the work of the Holy Spirit by seeing how He begins to enter the scene with the birth of John the Baptist and the birth of Jesus. Both births, John's and Jesus', were a supernatural work of the Spirit of God. Jesus' birth was prophesied by Isaiah in Isaiah 7:14, Therefore the Lord Himself will give you a sign: Behold, the virgin shall conceive and bear a Son, and shall call His name Immanuel. John's birth came by angelic announcement to Zacharias when visited one day while doing service in the Temple.

Then an angel of the Lord appeared to him, standing on the right side of the altar of incense. And when Zacharias saw him, he was troubled, and fear fell upon him. But the angel said to him, "Do not be afraid, Zacharias, for your prayer is heard; and your wife Elizabeth will bear you a son, and you shall call his name John. And you will have joy and gladness, and many will rejoice at his birth. For he will be great in the sight of the Lord, and shall drink neither wine nor strong drink. He will also be filled with the Holy Spirit, even from his mother's womb. And he will turn many of the children of Israel to the Lord their God. He will also go before Him in the spirit and power of Elijah, 'to turn the hearts of the fathers to the children,' and the disobedient to the wisdom of the just, to make ready a people prepared for the Lord" (Luke 1:11-17)

John's birth was a creative miracle, but Jesus' birth was a direct conception of the Holy Spirit in Mary's womb.

Now in the sixth month the angel Gabriel was sent by God to a city of Galilee named Nazareth, to a virgin betrothed to a man whose name was Joseph, of the house of David. The virgin's name was Mary. And having come in, the angel said to her, 'Rejoice, highly favored one, the Lord is with you; blessed are you among women!' But when she saw him, she was troubled at his saying, and considered what manner of greeting this was. Then the angel said to her, 'Do not be afraid, Mary, for you have found favor with God. And behold, you will conceive in your womb and bring forth a Son, and shall call His name JESUS. He will be great, and will be called the Son of the Highest; and the Lord God will give Him the throne of His father David. And He will reign over the house of Jacob forever, and of His kingdom there will be no end.' Then Mary said to the angel, 'How can this be, since I do not know a man?' And the angel answered and said to her,' The Holy Spirit will come upon you, and the power of the Highest will overshadow you; therefore, also, that Holy One who is to be born will be called the Son of God. Now indeed, Elizabeth your relative has also conceived a son in her old age; and this is now the sixth month for her who was called barren. For with God nothing will be impossible.' Then Mary said, 'Behold the maidservant of the Lord! Let it be to me according to your word.' And the angel departed from her.

(Luke 1:26-38)

The first work of the Holy Spirit revealed in the New Testament is the birth of John who became known as John the Baptist and that of Jesus, the Christ. How fitting being the ministry of the Holy Spirit to have brought forth a New Creation in the earth by the regeneration of the spirits of men and women in all the nations.

Some thirty years later, Jesus comes to his cousin John to be baptized of him. John had spoken of Jesus prior to His arrival when he said in Matthew 3:11-12: I indeed baptize you with water unto repentance, but He who is coming after me is mightier than I, whose sandals I am not worthy to carry. He will baptize you with the Holy Spirit and fire. His winnowing fan is in His hand, and He will thoroughly clean out His threshing floor, and gather His wheat into the barn; but He will burn up the chaff with unquenchable fire.

Then in the next verses Jesus comes, but before He can fulfill what John prophesied, He must first receive this baptism of the Spirit Himself.

Then Jesus came from Galilee to John at the Jordan to be baptized by him. And John tried to prevent Him, saying, 'I need to be baptized by you, and are You coming to me?' But Jesus answered and said to him, 'Permit it to be so now, for thus it is fitting for us to fulfill all righteousness.' Then he allowed Him. When He had been baptized, Jesus came up immediately from the water; and behold, the heavens were opened to Him, and He saw the Spirit of God descending like a dove and alighting upon Him. And suddenly a voice came from heaven, saying, 'This is My beloved Son, in whom I am well pleased.'

(Jesus' baptism is referenced in each of the gospels, not just in Matthew. Please reference Mark 1:9-11; Luke 3:21-22; John 1:29-34.)

This is not Jesus' birth, but His anointing for ministry. We will see that we too are born of the Spirit, but need to be anointed to do the work of the Kingdom. The Holy Spirit is God's secret weapon to destroy the work of darkness in the hearts of man. The enemy has done all he can to keep God's people from the Holy Spirit and keep the Spirit's power from working in their lives.

This book is about the purpose of God revealed in the person of the Holy Spirit. It is about the struggle of the ages to receive and keep His power alive in His Church. We begin with the historical coming of the Holy Spirit on the Day of Pentecost, His work which had begun in the first century all the way to the restoration of that work in the lives of believers in our present time. Also, to learn how important it is to understand the Reformation and how to fulfill our part in God's purposes in the earth.

In the gospel according to John, Jesus invites all those that thirst to come to Him and receive the Holy Spirit as recorded in John 7:37-40:

On the last day, that great day of the feast, Jesus stood and cried out, saying, "If anyone thirsts, let him come to Me and drink. He who believes in me, as the Scripture has said, out of his heart will flow rivers of living water." But this He spoke concerning the Spirit, whom those believing in Him would receive; for the Holy Spirit was not yet given, because Jesus was not yet glorified. Who is He? Therefore many from the crowd, when they heard this saying, said, 'Truly this is the Prophet.'

The receiving of the Holy Spirit is the essence of the gospel message. Forgiveness through repentance is the entrance to the kingdom as the Spirit convicts of sin, righteousness and judgment (John14). It is in the receiving of the Holy Spirit that we find the point of repentance, and water baptism.

Acts 19:1-6 tells us, And it happened, while Apollos was at Corinth, that Paul, having passed through the upper regions, came to Ephesus. And finding some disciples he said to them, "Did you receive the Holy Spirit when you believed?" So they said to him, "We have not so much as heard whether there is a Holy Spirit." And he said to them, "Into what then were you baptized?" So they said, "Into John's baptism." Then Paul said," John indeed baptized with a baptism of repentance, saying to the people that they should believe on Him who would come after him, that is, on Christ Jesus." When they heard this, they were baptized in the name of the Lord Jesus. And when Paul had laid hands on them, the Holy Spirit came upon them, and they spoke with tongues and prophesied.

Jesus was in the upper room after supper and began to prepare His disciples to receive the Holy Spirit whom He called "the comforter" or "helper". John 14 through 16 goes into great detail about the Holy Spirit who will come and not leave the disciples alone. Chapter 15 speaks of fruit which will always accompany the work of the Holy Spirit. Then in Luke 24:49, Jesus tells His disciples to wait for "the promise of the Father".

Behold, I send the Promise of My Father upon you; but tarry in the city of Jerusalem until you are endued with power from on high. (Luke 24:49)

The purpose of this promise of power is so that we can be His witnesses - But you shall receive power when the Holy Spirit has come upon you; and you shall be witnesses to Me in Jerusalem, and in all Judea and Samaria, and to the end of the earth (Acts 1:8).

The book of Acts is truly the acts of the Holy Spirit through the apostles and the saints who believed their word and received the Holy Spirit. The New Testament is a testament to the risen Christ, His reign and His Church administrated by the Holy Spirit. Both Peter and Paul warned that after their passing, men with other agendas would come and lead the Church away from God's purpose with a form of godliness, but denying the power of God. Today, we are recovering from that trend and once again the Spirit is taking His rightful place in the Church by taking His place in the lives of God's people around the world.

I pray that this book will be an enormous blessing to you and that it will provide not only a biblical view of the Spirit's purpose and work, but also put into an historical perspective what happened after the first century and how God has been restoring to His Church all the power and function of the Spirit's presence and work. I pray that you will be filled with the Holy Spirit. Perhaps for some it will be the first time and for many others a fresh infilling of the Holy Spirit in order to be empowered for living and witnessing the Christian life.
